Internal Rules and Regulations for Visitors of the VIVO! Cluj-Napoca Shopping Center
1. INTRODUCTION
VIVO! Cluj-Napoca is a shopping and entertainment complex with an area of over 80,000 m², infused with the spirit and style that meet the highest standards of similar structures in Europe and America. In addition to a wide range of shopping and service options that meet even the most demanding requirements, VIVO! Cluj-Napoca offers an unforgettable experience to its visitors through its exceptional architecture.
To ensure a pleasant and safe atmosphere for its visitors, the VIVO! Cluj-Napoca Administration has drawn up this Regulation. VIVO! Cluj-Napoca reserves the right to select its visitors, to deny entry, or to escort out of the center those who violate the Internal Rules and Regulations.
By entering the Shopping Center, visitors acknowledge and agree to comply with these Rules. Access to the premises is permitted only if visitors adhere to the rules outlined in this document, without any limitations or reservations.
These Rules apply to the entire premises of VIVO! Cluj-Napoca, including commercial units, walking areas, special-purpose rooms, and outdoor parking lots.
The Administration will display the Internal Rules for Visitors at the Information Desk.
The Administration reserves the right to modify and amend these Rules as necessary, based on operational experience or in accordance with changes to applicable laws.
2. OPERATING HOURS
VIVO! Cluj-Napoca is open daily from 10:00 AM to 10:00 PM.
Food court units may extend their hours with the approval of the Administration upon customer request.
Holiday hours:

December 24 & 31: Open 10:00 AM – 4:00 PM

December 25 & January 1: Closed
Other closures may occur on official Romanian national and religious holidays. These will be posted on the website and at main entrances.
3. ACCESS TO THE CENTER
Visitors must use the designated main entrances. Entry is prohibited between closing and opening hours.
After-hours access is allowed only to Authorized Persons, upon security clearance and with a written permit from the Administration. Security staff must verify identity, and all costs for issuing permits are borne by the requester.
Visitors are prohibited from accessing:

Staff rooms (cloakrooms, admin offices, storage, corridors, etc.)

Technical rooms (even if accompanied by staff)
Goods gates and emergency exits may only be used in emergencies or with Administration approval.
4. VISITOR BEHAVIOR
Prohibited inside the Center:

Alcohol consumption outside designated food areas

Possession/use of drugs
-
Offensive items or public morality violations
-
Weapons or similar objects
-
Entry with live animals
Other Prohibited Actions:

Unauthorized selling, food/drink delivery, or tourism activities

Advertising or agency activity without permission

Distributing brochures or posting flyers without approval

Gambling or distributing political materials without approval
-
Use of bikes, skateboards, rollerblades, etc.

Begging, loud noise, or behavior that causes distress or panic

Any illegal or immoral activity
-
Activities causing excessive noise/smell

Possession of explosive or pyrotechnic materials

Unauthorized weapon possession
-
Unauthorized sale or possession of live animals
-
Erotic goods sales, peep shows, prostitution
Minors:

Under 18: recommended to be accompanied by an adult

Under 12: must be supervised by an adult at all times

Adults must not leave children unattended

Children must not be near escalators, elevators, walkways, or railings unsupervised
5. VIDEO MONITORING & MEDIA RECORDING
The shopping center is under video surveillance for safety, with signage at entry points.
Professional photo/video recording is only allowed with written permission from the Administration.
6. SECURITY
Security services are provided by a professional company under contract with VIVO! Cluj-Napoca.
By entering the Center, visitors consent to the use of video recordings by the Administration and its contractors for incident resolution, in line with Romanian Law 333/2003 and GDPR regulations (EU Regulation 679/2016).
Security staff may:

Inspect visitor bags at entry/exit based on justified safety concerns

Ask violators of the rules to stop or leave the premises

Remove individuals who:

Are visibly unclean or offensively dressed

Are intoxicated, confused, or disruptive
-
Pose a risk to themselves or others

In case of an incident:
Security may:

Detain offenders until police arrive
-
Escort them to a designated control room
-
Notify authorities and Administration
Lost & Found:
Items found are stored at the Information Desk for 1 day, after which they are handed over to authorities.
7. PARKING
VIVO! Cluj-Napoca’s parking areas are private. Use of these areas requires compliance with their private rules.

Speed limit: 10 km/h

One vehicle per space

Blocking other vehicles is prohibited

No parking outside marked spaces
-
Vehicles parked improperly may be removed at owner’s expense

Car washing is only allowed at authorized facilities
-
Vehicle repairs are not allowed, unless necessary for mobility

Parking areas may not be used for deliveries
The Center is not responsible for vehicles parked in outdoor lots.
Summarized parking rules are displayed in the parking areas.
8. FIRE PREVENTION MEASURES
